Registration in the program is free for anybody interested in doing the same thing and selling your specialty. Under the new law, the sky is the limit... there are very few limitations, only fish, shellfish, alcohol and Marijuana infused items are not allowed. Just register with the program, fill out their affadavit and add your product to your menu with them.
The main requirement besides following all their rules is maintaining a current Food Handlers card.
